Educating
software talents has became a foundation to build
the country. It is definitely not an exaggeration.
Because the economic development in the new century
will mainly depend on the IT. The kernel of IT is
software and software is development by people. Therefore,
the quantity and quality of software talents will
be a decisive factor to the economic development of
a nation. No wonder the task force of the Information
Technology Association of America (ITAA ) vigorously
appealed to pay high attention on training software
talents and put it as a National Strategic Priority.
India government has listed Human
Resource Development (HRD) in its IT action
plan as a key part of national long-term IT policy.

What India government is planning to do is to energetically
develop IT Education industry. To help that,
the India government even re-define the software industry
to bring IT Education industry into a natural
integrant of software industry. The courseware is
defined as and enjoy the same preferential policy as software. According to Indian's experiences,
accompanying with the growth of software industry
and export, the software IT Education will boom
as well. Moreover, India government also put forward
an ambitious plan to build up several multi-national
training companies and reach a target of 5 Billion
USD for just IT IT Education export by 2005.
The main target market is obviously China. To do so,
the famous Indian training companies, like NIIT and
APTECH, have adopted active actions in China recently.
Responding to this, we should ask why we cannot
to take this opportunity ourselves for building up China's own NIIT and APTECH.
This is just what we are thinking about and working on all along,
therefore we set up this column intentionally to help.
To foster software talents, a vital mission is how
to Construct a Mature SE Professionals.
The important position of software in national economy
is self-evident. Some states in US and Canada have
taken the initiative to implement the license system
for software engineers. This is because today's software
engineer acts a role as critical as lawyer, doctor,
architect, and accountant. Being a mature professional
needs a complete set of systems, including initial
professional education (e.g. universities), accreditation,
skills development, certification & licensing,
professional development, professional societies,
and code of ethics. To help readers know more about
latest status on this area, we introduce some world
recognized Certification
Programs for software professionals, which
are planned to be introduced into China in the near
future. As for IT Education contents, we recommend
specially some Latest Curriculums,
like famous Computing Curriculum 2001 (CC-2001) and
its software engineering volume under development.
We also look out for collecting some industry-oriented
short training courses by topics. To match with international
standards, we especially recommend the Software
Engineering Body of Knowledge (SWEBOK), Project
Management Body of Knowledge (PMBOK), and
QAI's CSTE Body of Knowledge, as a main reference
for developing training courses. As for teaching facilities,

technique to create a learning environment for much
